Litres and cubic metres
One cubic metre is exactly 1,000 litres. It is a definition rather than a measurement, because the litre is defined as one cubic decimetre, so the conversion is exact and will never change.

Every row there is exact. No rounding, no estimate, no assumption, because the conversion is a definition and the rates are the site's own band boundaries.
How this works in practice
The reason this matters more than an arithmetic footnote is that a UK water meter shows both units at once, on the same face, without labelling either.
- The black digits are whole cubic metres. They are what your supplier bills and what a meter reader writes down.
- The red digits, or the ones after a decimal point, are fractions of a cubic metre, down to a litre on many meters.
- A household leak lives entirely in the red digits. It reaches the black ones eventually, and by then it has been running for months.
So a meter read the way a meter reader reads it, black digits only, will not show a small leak at all over any period a householder would test for. take two readings over a measured interval depends on reading every digit for exactly this reason.
What changes the answer
Nothing changes the conversion. Three things change whether you are converting the right number.
- Which digits you wrote down. Missing the fractional digits does not make the answer slightly wrong, it makes it zero.
- Whether the meter reads in gallons. Some older UK meters do, and they read in imperial gallons, which is not the gallon most conversion tools reach for first. An imperial gallon is 4.54609 litres and a US gallon is about 3.785, so the same reading converts twenty per cent differently depending on which one you pick. If a UK meter shows gallons, it means imperial.
- Whether you are holding a volume or a rate. the difference between a rate and a volume covers the distinction, and getting it wrong changes an answer by whatever the test duration happened to be.

A practical threshold set just above the 0.4 litres per hour starting flow quoted for a DN15 meter with the TVM register. It is not a meter accuracy tolerance. Against the STANDARD it sits about 31 times below Q1, the 15.6 litres per hour at which OIML R 49-1 first defines any permitted error. Against THIS MANUFACTURER it sits about 6 times below 3 litres per hour, the lowest flow at which Itron volunteers a typical accuracy that the standard does not require. Neither figure reaches down to 0.5, so nothing quantifies a reading here on either footing. Meters with other registers start higher, so this threshold sits above the most sensitive case rather than above every meter.
The conversion is a definition, not a measurement. The litre is defined as exactly one cubic decimetre, so a cubic metre is exactly 1,000 litres, and no source is needed beyond the definition itself.
The only approximation on this page is the mass of a cubic metre of water, which is given as about a tonne and is not used in any calculation.
What to do next
Two things.
- Read every digit on your meter, then convert once at the end rather than as you go. Converting mid-calculation is where decimal points get lost.
- Report a rate in litres per hour and a volume in cubic metres per year, because those are the units the two audiences use. your supplier rate per cubic metre is charged against the second of those.
Common questions
- How do I convert between them?
- Cubic metres to litres, multiply by 1,000. Litres to cubic metres, divide by 1,000. In practice that is moving the decimal point three places, which is why the two units are easy to confuse on a meter face where both appear at once.
- Why is my leak invisible on the meter?
- Because you are probably reading the wrong digits. A loss of 0.5 litres per hour is 12 litres a day, which is 0.012 of a cubic metre. The whole-cubic-metre digits move by roughly one every three months at that rate. The fractional digits move every hour.
- Is a cubic metre the same as a tonne?
- For water, near enough, and only as a mental image. A cubic metre of water weighs about a thousand kilograms, but density varies slightly with temperature, so it is an approximation rather than a conversion. Nothing on this site calculates with it.
- Which unit should I use when reporting a leak?
- Both, and in this order: the rate in litres per hour, because that is what you measured, and the annual volume in cubic metres, because that is what your supplier bills in. A supplier assessing a leak allowance is working in cubic metres.
